Members of the Public who wish to speak on consent items or items not listed on the agenda may do so at this time.  Public Comments are limited to 3 minutes. Speakers will be alerted when their time is up and are then to return to their seats and no further comments will be permitted.

Please note that while the City Council values your comments, the Council cannot respond nor take action on matters not listed on the agenda until the matter may appear on the forthcoming agenda.

The City Manager or Department Heads may make brief announcements, informal comments, or brief the Council on items of interest.

All matters listed on the Consent Calendar are considered to be routine and will be approved by one motion.  Reading of text of Ordinances is waived and Ordinances are adopted as second reading, by title only.  There will be no separate discussion of these items unless members of the Council request specific items be removed from the Consent Calendar for separate discussion and action.

  • RECOMMENDED ACTION:

    Council ADOPTS Resolution approving the Fiscal Year 2023-24 Road Maintenance and Rehabilitation Account Funding Allocation.

     

  • RECOMMENDED ACTION:

    Council AWARDS contract to Bert W. Salas, Inc. for $843,859 for the repair of Miles Avenue Bridge; and

    AUTHORIZES and DIRECTS the City Manager to execute an agreement for the same; and

    APPROVES supplemental appropriation from the City’s Capital Reserves for $449,532 to fund the Miles Avenue Bridge Repair project; and

    AUTHORIZES the City Manager, or designee, to transfer funds from capital reserve to the CIP account.

  • RECOMMENDED ACTION:

    Council AWARDS contract to Lippert Construction for $234,759 for the cleanup of the Whitewater River Channel; and

    APPROVES supplemental appropriation in the amount of $234,759 to fund the Whitewater River Channel Cleanup project; and

    AUTHORIZES and DIRECTS the City Manager to execute an agreement for the same; and

    AUTHORIZES the City Manager, or designee, to transfer funds from general fund to the Public Works City Parkways Operations account.

  • RECOMMENDED ACTION:

    Council RECEIVES and FILES the General Plan Housing Element Annual Progress Report and Low Moderate Income Housing Asset Fund Addendum for 2022; and

    DIRECTS Staff to submit the Annual Progress Report and Low Moderate Income Housing Asset Fund Addendum to the Governor’s Office of Planning and Research and the California Department of Housing and Community Development.

Front and Side-Front Perimeter Five-foot (5’) High Block Wall to be Setback 12-feet from Curb for Existing Residence Located at 76470 Shoshone Drive (APN: 633-224-013), and Finding the Project Exempt from CEQA.

  • RECOMMENDED ACTION:

    Council RECEIVES and FILES Resolution No. PC 2023-02, thereby concurring with the Planning Commission Recommendation to Approve Variance No. 2023-01 permitting encroachment into the front and side-front setback for a new 5-foot-high courtyard wall to be located 12-feet from curb for the existing residence located at 76470 Shoshone Drive (APN: 633-224-013); and

    FINDS the project Exempt from CEQA.

  • RECOMMENDED ACTION:

    Council APPROVES supplemental appropriation for $126,000 to Q3 Consulting Services (“Q3”) contract to provide design plans for the Whitewater River Channel; and

    AUTHORIZES the City Manager, or designee, to transfer funds into the appropriate account.

    FINDS, pursuant to the Mitigated Negative Declaration (MND) prepared under CEQA for the Miles Crossing Specific Plan (Project) that all environmental impacts of the Whitewater Channel Design Contract have been addressed within the MND and no additional environmental review is required.

    Council REVIEWS and APPROVES the 2023 Indian Wells Golf Resort Strategic Planning Goals

    Council ADOPTS Resolution Revising the Citywide Records Retention and Destruction Schedule.

  • RECOMMENDED ACTION:

    Council CONSIDERS and APPROVES the Indian Wells Preservation Foundation funding request to initiate an oral history project.

  • RECOMMENDED ACTION:

    Council ADOPTS Resolution of Intention with Respect to Formation of Proposed City of Indian Wells Community Facilities District No. 2023-1 (Public Safety).

  • RECOMMENDED ACTION:

    Council ADOPTS Resolution Intention to Annex Territory in the Future to Community Facilities District No. 2023-1 (Public Safety) of the City of Indian Wells, County of Riverside, State of California.

  • RECOMMENDED ACTION:

    Council ADOPTS Resolution initiating proceedings for annual levy of assessments and declaring its intention to levy annual assessments for the Indian Wells Street Lighting District No. 2000-1 for Fiscal Year 2023-24, pursuant to the provisions of Part 2 of Division 15 of the California Streets and Highway Code; and

    SCHEDULES a noticed Public Hearing on May 18, 2023, at 1:30 p.m. to hear public testimony on the proposed levy; and

    ADOPTS Resolution preliminarily approving the annual engineer’s report regarding the Indian Wells Street Lighting District No. 2000-1 and the levy and collection of assessments for the Fiscal Year 2023-24 pursuant to the provisions of the Benefit Assessment Act of 1982; and

    ADOPTS Resolution preliminarily approving the annual engineer’s report regarding the Indian Wells Street Lighting District No. 2000-1 for Fiscal Year 2023-24.

  • RECOMMENDED ACTION:

    Council ADOPTS Resolution initiating the proceedings for the annual levy and collection of assessments for the Fiscal Year 2023-24 for the Landscape and Lighting District (LLMD) No. 91-1 and declaring the intention to order the levy and collection of assessments; and

    SCHEDULES a noticed Public Hearing on May 18, 2023, to hear public testimony on the proposed levy; and

    ADOPTS Resolution preliminarily approves the annual engineer’s report regarding the Landscape and Lighting District No. 91-1 for the fiscal year 2023-24.

  • RECOMMENDED ACTION:

    Council ADOPTS Resolution initiating proceedings for annual levy and collection of assessments for the Fiscal Year 2023-24 for the City of Indian Wells Drainage Maintenance Benefit Assessment District No. 1 pursuant to the Benefit Assessment Act of 1982; and

    SCHEDULES a noticed Public Hearing on May 18, 2023, at 1:30 p.m. to hear public testimony on the proposed levy; and

    ADOPTS Resolution preliminarily approving the annual engineer’s report regarding the City of Indian Wells Drainage Maintenance Benefit Assessment District No. 1 and the levy and collection of assessments for the Fiscal Year 2023-24 pursuant to the provisions of the Benefit Assessment Act of 1982; and

The Mayor will call upon the members of the public to address the Council regarding the agenda item being considered. After the public has provided comment, the item is closed to further comment and brought to the Council for discussion and action.

  • RECOMMENDED ACTION:

    Council APPROVES the recruitment schedule; and

    DESIGNATES Mayor Griffith and Council Member Whitman to serve as the Ad-Hoc Interview Committee for the Planning Commission; and

    DESIGNATES Mayor Griffith and Council Member Reed to serve as the Ad-Hoc Interview Committee for the Palm Springs International Airport Commission; and

    DESIGNATES two Council Members to serve as the Ad-Hoc Interview Committee for the Housing Authority.

  • RECOMMENDED ACTION:

    Council APPROVES funding of turf rebate applications received between February 1, 2023, and February 16, 2023; and

    PROVIDES direction on funding turf rebate applications received after February 16, 2023; and

    DIRECTS staff to maintain a list of turf rebate applicants through the end of the Fiscal Year 2022-23 for consideration if funding is approved for the Turf Rebate Program in Fiscal Year 2023-25 Budget.

On their own initiative, Council Members may make a brief announcement or a brief report on their own activities.  Council Members may ask a question for clarification, make a referral to staff, or take action to have staff place a matter of business on a future agenda.  The Council may take action on items listed on the Agenda.
