Public Comments: Members of the Public who wish to speak should fill out a blue slip and submit it to the City Clerk, comments are limited to 3 minutes. In accordance with State Law, remarks during public comment are to be limited to subjects within the City's jurisdiction. If you are unable to provide comments during meeting, written comments on agenda or non-agenda items or both, may be submitted at an hour prior to the start of the meeting.

Notification: If you are an individual with a disability and need a reasonable modification or accommodation pursuant to the Americans with Disabilities Act (ADA) please contact the City Clerk at 760-346-2489, 48 hours prior to the meeting.

CONSENT CALENDAR

All matters listed on the Consent Calendar are considered to be routine and will be approved by one motion.  Reading of text of Ordinances is waived and Ordinances are adopted as second reading, by title only.  There will be no separate discussion of these items unless members of the Council request specific items be removed from the Consent Calendar for separate discussion and action.

• RECOMMENDED ACTIONS:

  Council RECEIVES and FILES the City Treasurer’s Report for May 2024; and
  
  FINDS the project to be exempt from the provisions of the California Environmental Quality Act (CEQA) pursuant to Section 15060.

Resolution Re-establishing Community Activities Committee and Grants In Aid Committee

• RECOMMENDED ACTIONS:

  Council REVIEWS and ADOPTS Resolution approving revisions to the Indian Wells Community Activities Committee and Grants In Aid Committee; and  
  
  FINDS the action exempt from CEQA review under CEQA Guidelines section 15061(b)(3).

Community Activities Committee Update

• RECOMMENDED ACTIONS:

  Council RECEIVES and FILES the Community Activities Committee Update for the Fiscal Year 2024-25 Event Calendar; and
  
  FINDS the action exempt from California Environmental Quality Act (CEQA) review under Guidelines section 15061(b)(3).

Adopt Ordinance to Form Proposed Community Facilities District No. 2024-1 (Public Safety)

• RECOMMENDED ACTIONS:

  Council ADOPTS Ordinance No. 757 to be read by title only and further reading waived, acting as the Legislative Body of Community Facilities District No. 2024-1 (Public Safety), Authorizing the Levy of Special Taxes in Such Community Facilities District; and
  
  FINDS the project to be exempt from the provisions of the California Environmental Quality Act (CEQA) pursuant to Section Sections 15060(c)(2), 15060(c)(3), and 15061(b)(3).

Update to Fiscal Year 2024-25 Approved Positions and Annual Salary Ranges

• RECOMMENDED ACTIONS:

  Council APPROVES the update to employee’s salary schedule as required by the California Public Employees’ Pension Reform Act of 2013; and
  
  DIRECTS staff to post the employee salary range schedule on the City’s website; and
  
  FINDS the action exempt from CEQA review under CEQA Guidelines section 15061(b)(3).

Resolution Approving Modification to Conditional Use Permit No. 2024-01 (Riverside County CUP No. 1382) To Construct A New 425 Square Foot Comfort Station within the Portion of the Ironwood Country Club Golf Course Finding the Project Exempt from CEQA

• RECOMMENDED ACTIONS:

  Council ADOPTS Resolution approving modification to Conditional Use Permit No. 2024-01 (Riverside County CUP No. 1382) to construct a new 425 square foot comfort station within a portion of the City of Palm Desert’s Ironwood Country Club Golf Course which extends into the City of Indian Wells; and
  
  FINDS the project exempt from the provisions of the California Environmental Quality Act (CEQA) pursuant to Section 15303(c), New Construction or Conversion of Small Structures.

The Mayor will call upon the members of the public to address the Council regarding the agenda item being considered. After the public has provided comment, the item is closed to further comment and brought to the Council for discussion and action.

Amendment to Employment Agreement for City Manager

• RECOMMENDED ACTIONS:

  Council APPROVES Sixth Amendment to the Employment Agreement for City Manager Christopher Freeland; and 
  
  FINDS the action exempt from California Environmental Quality Act (CEQA) review under Guidelines section 15061(b)(3).

Communication Plan Update

• RECOMMENDED ACTIONS:

  Council RECEIVES and FILES the Communication Plan Update from the City’s communication consultant Tripepi Smith; and
  
  FINDS the action exempt from California Environmental Quality Act (CEQA) review under Guidelines section 15061(b)(3).

I.3

Ordinance to Amend and Strengthen Code-Enforcement Provisions of the Municipal Code

• RECOMMENDED ACTIONS:

  Council INTRODUCES and DISCUSSES an ordinance amending Chapter 8.08 of the Indian Wells Municipal Code relating to nuisance abatement and adding Chapter 1.28 of the Indian Wells Municipal Code relating to nuisance-abatement cost-recovery; and
  
  FINDS the action to be exempt from the provisions of the California Environmental Quality Act (“CEQA”) under state CEQA Guidelines section 15378(b)(5); and 
  
  APPROVES the ordinance to be brought back for second reading and adoption.
