Public Comments: Members of the Public who wish to speak should fill out a blue slip and submit it to the City Clerk, comments are limited to 3 minutes. In accordance with State Law, remarks during public comment are to be limited to subjects within the City's jurisdiction. If you are unable to provide comments during meeting, written comments on agenda or non-agenda items or both, may be submitted at [email protected] an hour prior to the start of the meeting.

Members of the Public who wish to speak on consent items OR items not listed on the agenda may do so at this time.  Public Comments are limited to 3 minutes. Speakers will be alerted when their time is up and are then to return to their seats and no further comments will be permitted.

Please note that while the City Council values your comments, the Council cannot respond nor take action on matters not listed on the agenda until the matter may appear on the forthcoming agenda.

The City Manager or Department Heads may make brief announcements, informal comments, or brief the Council on items of interest.

All matters listed on the Consent Calendar are considered to be routine and will be approved by one motion.  Reading of text of Ordinances is waived and Ordinances are adopted as second reading, by title only.  There will be no separate discussion of these items unless members of the Council request specific items be removed from the Consent Calendar for separate discussion and action.

  • RECOMMENDED ACTIONS:

    Council APPROVES the Annual Developer Impact Fee Report submitted for the Fiscal Year 2023-24; and


    FINDS
    the action exempt from California Environmental Quality Act (CEQA) review under CEQA guidelines section 15061(b)(3).

  • RECOMMENDED ACTIONS:

    Council ADOPTS Ordinance No. 760, by title only and waives further reading amending Chapter 21.85 relating to Accessory Dwelling Units and Junior Accessory Dwelling Units and finding the action to be exempt from California Environmental Quality Act under public resources.

  • RECOMMENDED ACTIONS:

    Council ADOPTS Ordinance No. 761 by title only and waives further reading adding Chapter 21.32 Time-Share Uses and deleting Section 21.04.090 from Title 21 of the Indian Wells Municipal Code reinforcing the City’s prohibition against time-share uses within the City and finding the action to be exempt from the provisions of the California Environmental Quality.

  • RECOMMENDED ACTIONS:

    Council RECEIVES and FILES the City Attorney’s review of Mayoral and Mayor Pro Tem rotation under Municipal Code Section 2.08.160; and


    FINDS the action exempt from California Environmental Quality Act (CEQA) review under CEQA guidelines section 15061(b)(3).

  • RECOMMENDED ACTIONS:

    Council Sub-Committee recommends the Council APPOINT Jim Kent to fill the vacancy on the Golf Resort Advisory Committee for the remainder of the term ending on June 30, 2026; and


    FINDS the action exempt from California Environmental Quality Act (CEQA) review under CEQA guidelines section 15061(b)(3).

  • RECOMMENDED ACTIONS:

    Council CONSIDERS the Indian Wells Preservation Foundation partnership request; and


    DELEGATES the review of the partnership funding request to the Finance Committee; and


    FINDS the action exempt from California Environmental Quality Act (CEQA) review under CEQA guidelines section 15061(b)(3).

  • RECOMMENDED ACTIONS:

    Council RECEIVES and FILES the City Treasurer’s Report for August 2024; and


    FINDS the project to be exempt from the provisions of the California Environmental Quality Act (CEQA) pursuant to Section 15060.

The Mayor will call upon the members of the public to address the Council regarding the agenda item being considered. After the public has provided comment, the item is closed to further comment and brought to the Council for discussion and action.

  • RECOMMENDED ACTIONS:

    Council ADOPTS Resolution reciting the facts of the consolidated General Municipal Election held in the City of Indian Wells on November 5, 2024, declaring the results thereof, and such other matters as are provided by law; and


    FINDS the action exempt from California Environmental Quality Act (CEQA) review under CEQA guidelines section 15061(b)(3).

    Council ADOPTS the 2025 City Council meeting schedule as presented; and


    FINDS the action exempt from California Environmental Quality Act (CEQA) review under CEQA guidelines section 15061(b)(3).

  • RECOMMENDED ACTIONS:

    Council APPROVES the attendance of Council Member(s) at 2025 events identified in the staff report; and 


    AUTHORIZES any normal and reasonable reimbursement of expenses incurred by any Council Member for the events identified in the staff report; and


    FINDS the action exempt from California Environmental Quality Act (CEQA) review under CEQA guidelines section 15061(b)(3).

  • RECOMMENDED ACTIONS:

    Council provides DIRECTION to staff relating to any proposed modifications to the draft process, establishing or eliminating committees and/or sub-committees, the number of ex-officio members serving on City resident committees, and any other related matters prior to the actual selection of committee assignments; and


    PARTICIPATES in the “Draft” of committee assignments and any required alternates; and


    FINDS the action exempt from California Environmental Quality Act (CEQA) review under CEQA guidelines section 15061(b)(3).

On their own initiative, Council Members may make a brief
announcement or a brief report on their own activities. Council Members may ask a question for clarification, make a referral to staff, or take action to have staff place a matter of business on a future agenda. The Council may take action on items listed on the Agenda.

To an adjourned regularly scheduled meeting of the City Council to be held at 10:30 a.m. on January 30, 2025 in the City Hall Council Chamber.
