Welcome to a meeting of the Indian Wells City Council.

Public Comments: Members of the Public who wish to speak should fill out a blue slip and submit it to the City Clerk, comments are limited to 3 minutes. In accordance with State Law, remarks during public comment are to be limited to subjects within the City's jurisdiction.

CONSENT CALENDAR

All matters listed on the Consent Calendar are considered to be routine and will be approved by one motion.  Reading of text of Ordinances is waived and Ordinances are adopted as second reading, by title only.  There will be no separate discussion of these items unless members of the Council request specific items be removed from the Consent Calendar for separate discussion and action.

 Adoption of Other Post Employment Benefits (OPEB)/Pension 115 Trust Program

• RECOMMENDED ACTION:

  Council APPROVES the adoption of the Multiple Employer Other Post Employment Benefits (OPEB)/Pension 115 Trust administered by Shuster Advisory Group; and, 
  
  FINDS the project to be exempt from the provisions of the California Environmental Quality Act (CEQA) pursuant to Section 15060.

Community Activities Committee Update

• RECOMMENDED ACTION:

  Council RECEIVES and FILES the Community Activities Committee Update for Welcome Back Party and Veterans Day Ceremony.

Resolution Approving Final Parcel Map Located within the Indian Wells Village Plaza and Finding Map in Substantial Conformance

• RECOMMENDED ACTION:

  Council ADOPTS Resolution approving Final Parcel Map No. 38283 located within the Indian Wells Village Plaza and finding said map in substantial conformance with the approved Tentative Parcel Map; and 
  
  FINDS the project to be exempt from the provisions of the California Environmental Quality Act (CEQA) pursuant to Section 15060; and
  
  AUTHORIZES and DIRECTS the City Clerk, the City Engineer/Public Works Director, and the Acting City Surveyor to execute Final Parcel Map No. 38283.

GENERAL BUSINESS

The Mayor will call upon the members of the public to address the Council regarding the agenda item being considered. After the public has provided comment, the item is closed to further comment and brought to the Council for discussion and action.

I.1

Amendment to Employment Agreement for City Manager

• RECOMMENDED ACTION:

  Council APPROVES Fifth Amendment to the Employment Agreement for City Manager Christopher Freeland. 

I.2

Winterfest 2023 at the Indian Wells Golf Resort

• RECOMMENDED ACTION:

  Council PROVIDES staff direction on hosting Winterfest 2023 at the Indian Wells Golf Resort. 

I.3

Establishment of an Electric Vehicle Charging Fee

• RECOMMENDED ACTION:

  Council REVIEW, DISCUSS and APPROVES or APPROVES AS AMENDED the proposed Electric Vehicle Charging Fee; and
  
  FINDS the project to be exempt from the provisions of the California Environmental Quality Act (CEQA) pursuant to Public Resources Code section 21080(b)(8) and CEQA Guidelines section 15273(a)(1).

I.4

Golf Resort Management Agreement

• RECOMMENDED ACTION:

  Council AUTHORIZES the City Manager to execute a Golf Course Management Agreement with Troon Golf subject to non-substantive administrative edits and; 
  
  FINDS the project to be exempt from the provisions of the California Environmental Quality Act (CEQA) pursuant to Section 15060.
